A reminder on the Mayors obligations regarding stray cats in France

In France, since 1 January 2015, stray cats have to be neutered, identified and released where they were captured (TNR method). Mayors have now to justify their refusal to implement such neutering program in their cities. Only when this kind of  program is not possible to implement, due to the impossibility to find a NGO or volunteers available to colaborate, mayors will be authorised to work following the old "remove and kill method": cats in public pounds can be killed after 8 days in France.(french)
