Perpignan implements a TNR program and establishes the status of “free cat”

In order to combat nuisance and disease proliferation, the town hall now allows registered associations to neuter all unidentified stray cats and then release them.  Similar TNR programs have been implemented in many french cities since January 2015:  the law now establishes that municipalities have to implement such policies before any other option to control the feline overpopulation.
